Charles D. Wagner developed ASF values  Scofield’s theoretically calculated cross-sections (SFs) were compared to and correlated with these “empirically” measured ASF values.  When these ASFs and Scofield SFs are normalized to give C (1s) or F (1s) = 1.0, we see near co-incidence of the two sets of SFs.
